Dortmund had their most profitable year this past season, making over €400 million! However they've spent only €40m, which is not a lot, especially considering they sold Jude Bellingham for €103m, which can rise to €134m
In a Ruhr24 article, they report that Patrick Berger says it's estimated Dortmund has only €8-10m to spend on transfers
It seems likely another transfer will happen, but sales of Meunier, Hazard, and possibly Ozcan would need to happen first
In Jude Bellingham's case his add ons are as followed (per Sport, Football Espana), number of UCL trophies won, LaLiga trophies won all over the next 6 seasons, payments will also be made for every time Madrid qualify for the UCL in the next 6 seasons, it also relates to number of performances, and if he makes the FIFA (not the video game) Team of the Year within the next 6 years, this will give Dortmund up to €31m extra to spend
Dortmund also made just over €74m from their second place finish in the Bundesliga, and €10m for their round of 16 exit from the Champions League
BILD reports that Dortmund want to spend 60-65% of their transfer fees on transfers, which would be around €74m, but some of the money has gone to last years transfers
